I feel like everyone is just skipping over the fact that we are talking about a Salvadorian national and not a US citizen. If El Salvador called the US and asked us to ship them a US citizen we had in prison do you think we should or would do it?

He is not required to do that. The USSC only ordered him to facilitate his return. If he doesn't return there's nothing to facilitate.
