Yes, he briefed the people on the oversight committee who had subpoenaed the document.

“Simply don’t disclose the source” is pretty naive. The document itself provides information that would potentially identify the source. You can’t just black out the name and pretend that is sufficient.

Spreading the document around is a risk to law enforcement and there is a well established precedent that the DoJ does not discuss these matters with Congress until they are settled and even then they still protect confidential information.
