The gov is down on the Hasidic Jews because they do not work and they do not learn much in school. Most of their communities are in the West Bank. Living as a servant or share cropper is not owning the land. Arabs were offered the chance to register land but did not want to pay taxes or do military service or did not have the filing fee.
Palestinians did not own all the land, it was not theirs. They were offered a state but the offer was refused.
