Then when there are none left free implement an election for representatives of the P.A. , and have them start talks on peace and mutual borders.

August 2005 the Israelis left gaza COMPLETELY and there has never been a day since when a rocket has not been fired at Israel from gaza. Wrong it was asked for by hamas and the ICRC so that the wounded could be transported to safety, and the dead removed for burial. As little as 40 minutes into the ceasefire hamas started firing rockets.

A ceasefire is when both sides come to the table and agree on a truce. In this case, Israel didn't bother to talk to Hamas.

In this case hamas begged for a ceasefire so they could recover dead bodies and injured. It was brokered by the ICRC who acted as an intermediary for both sides. Israel gave assurances that they would stop all aerial bombings from 01:30 till 03:30 so hamas could carry out the humanitarian tasks. At 02:10 hamas proceeded to fire rockets from the area into Israel.
