I am uncertain as to what boat you climbed off of on Ellis Island, but my grandparents arrived and managed just fine - without knowing a word of English, and without more than $20 in their pockets. A "livable wage" for them back then was a loaf of bread for dinner for the whole family. Furthermore, they managed without the assistance of the Federal government either. I know it's probably difficult for you to comprehend, but the majority of Americans are capable of managing without the government just fine, and don't require assistance or a free phone either.
