You do not have to be charged to be pardoned. There is no where in the Constitution that limits the power of a presidential pardon to charges already made. Nixon's pardon proved that. Have a nice day!
That's debatable. The preemptive pardons should be challenged.

Nixon was accused of identifiable crimes. Has Milley?

Joe Biden, in one of his final acts as president, pardoned Dr. Anthony Fauci, retired Gen. Mark Milley and members of the House committee that investigated the Jan. 6 attack on the Capitol, in an extraordinary use of executive power to guard against potential “revenge” by the new Trump administration.

They were pardoned because Biden knew there were likely crimes there, some that may even circle back to his administration. Since you like referring back to the Nixon pardon, that was much the same. Nixon was never formally charged, but most feel as though he was guilty. He would have never been pardoned if the writing wasn’t on the wall. Same goes for these folks. I might also add, that the preemptive pardon was quite different since Nixon was a sitting President.

It is rich that Miley stated that he didn’t want to spend time defending himself against nefarious charges. Democrats most certainly know EXACTLY how that works.
