Not at all. Holding leaders responsible for what their governments did was important.

After WWI, nobody was held accountable for starting the war. We had a second War 20 years later.

After WWII, we took the top German and Japanese leaders and put them on trial. Some we hanged, some we imprisoned for a long time. Germany and Japan have been model world citizens ever since.

The problem with not hanging the CSA leaders after the war was that they were left with the impression that they did nothing wrong. They immediately imposed Jim Crow and Debt Peonage and other policies that nullified the victory.

In short, we won the war and lost the peace, and it still haunts us to this very day.
