I don't see SCOTUS taking Pardon Power away from POTUS but if Congress were to pass a Law regulating Pardons, they might uphold it if it's narrowly written.

Problem is, most Congresscritteers are Lawyers and tehy LOVE to put addendums on everything and they are way too long-winded. If they do it correctly.....

Second, there is a pardon for treason. The only exemption is for impeachment. Read the Constitution, please.
