Civics 101: Sanctuary cities FIRST have to be DEFINED by congress. Because if you don't have a legal definition of a Sanctuary city--there is no way to determine which city is "Sanctuary and which ones aren't. Then CONGRESS would have to vote on what to do with Sanctuary cities, that would then have to go to the Senate for approval, and then put on Trump's desk.
