That EO did not effect OPEC+ oil producers as they had already lowered production quotas in 2020. The US rebounded quicker because the government does not dictate production levels. Market forces do. Nor did it have much effect on the US Oil Patches rebounding production in 2021 thru, well, till now......and it's still increasing.
