Is it "Congress's" Constitutional Duty To Raise The Debt Ceiling?

I thought the question of Congress' constitutional duty was very clear-cut:

The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;


However, it does not say such payments are or should be automatic. In this day and age when the President and the Congress may be held by one party where the Senate can pass spending bills via reconciliation that only requires 51 votes instead of 60, it is only right and proper to allow the minority party to hold their feet to the fire when it comes to raising the debt limit. Tyranny of the majority should not be unfettered.

"...Congress shall have Power...to NOT pay the Debts and provide for the general DESTRUCTION of the United States...."

What if that "minority" is the principal fiscal offender?

I just showed a state which didn't complete on election night. It's not uncommon. Even moreso in an election like 2020 which had a record number of mail-in ballots.

court rejected it, that isn't failure to prove, that's the judicial system pandering to elites.

did congress stop receiving in tax revenue? Why is congress raising any debt limit that it doesn't have money to pay? Wouldn't one stop spending on things not needed?

sure, pay the debts, but the debts should never have been incurred in the first place, and both parties are to blame for increasing the debt trying to buy votes.
