In such cases the navy always finds SOMEONE to blame-----it is usually the captain that takes the fall----
tragic. My father was in the North Pacific during world war II----a "petty officer" He never got over the death of a young boy who fell over the side-----he blamed himself for ordering a jerk to do the KNOTs on the damned thing that had to be KNOTTED----but got loose.
