The Mossad certainly could have done it, and they are generally recognized as the best. They seem to have had a good motive and definitely had the means. There could have been others, including the Iranian mullahs themselves or even someone with a personal beef if Mr. Fakhrizadeh had raped a neighbor's camel or something.
