They aren't denied access to military institutions. They are given 26 days notice.BECAUSE Iran does not deserve to have its conventional weapons DEFANGED by the US when Nuclear fissile material can be detected months and YEARS after it has exposed an area.

How does it "interact with the environment" in an underground facility?

Neutrons impact the walls of the facility no matter what kind of containment is used, an underground facility is even more shielded from background radiation making it even easier to detect the neutron impacts of the facilities walls. This is just ONE of many chemical and radiological signatures left behind by Nuclear material fabrications.

If only there were a way to shield your facility so neutrons don't escape.......
