I think if the government really wished to monitor what's going on in an Audit location, ground based vehicles with high-tech listening and other monitoring devices would be a more logical choice. Even a helicopter would be better than the PC-12. It's a single-engine turbo-prop aircraft, generally used in transporting a small number of passengers or some cargo. Constantly circling (as their turn radius isn't close to that of a helicopter's, as a helicopter can just hover) isn't very effective monitoring.
