They'll never grasp it
Not at all. His plan is to have good relationships to America's benefit with everybody. But that means putting America first and what is beneficial to America and Americans and other countries will not be given sovereignty over us and what is best for us and we won't be sugar daddy to the world without them doing their fair share. But I know this because I am not afflicted with TDS and don't just recite politically motivated hateful talking points.
Tulsi Gabbard was put in that position because he trusts her to restore honor and integrity to the area of government where she will have influence. In that I believe she was a good choice.

Remember, every country works in its own self interests.
If giving the US intel would expose their clandestine operatives, they would start redacting the raw intelligence information they share.
