Actually, they were one vote away from approving a process to evaluate which prisoners should have been released, which certainly would not have included the Green River Killer.

What this does bring to question is the amount of people we incarcerate. And the reality that we have a prison business as part of the police/corrections/judicial fiefdom which has enriched itself massively throughout history.
