If Americans can prove that more registered voters are purposely not voting than are voting, then, necessarily, the whole system loses legitimacy.

That is called a vote of no confidence, and thus, we need to go back to the drawing board and redesign it. The oligarchs and corporations no longer deserve to be in charge.
