"Kinetic energy devices" are basically objects of mass propelled upon a set trajectory ... bullets, to be blunt, are a typical type of such.

The key to an effective anti-missile missile* is;
1) Target detection and tracking system, usually a form of radar.
2) An interception course computing system.
3) A control and guidance system that can aim and/or steer the anti-missile missile towards the target contact point.
4) A missile (or other projectile)* that can be sent or maneuvered to the intercept-contact point with the target.

* incoming missiles can also be intercepted by directed energy or kinetic devices of effective design.
