This statement is a bit vague, we don't know what kind of work it was, nor do we know how dirty their hands would get, or in other words, how back-breaking the labor would be.

I don't want to say that you were underpaying people because I know nothing about your work. But I will say though, generally, if people refuse to take certain jobs, but they obviously need money and are willing to work, then it suggests that the job is under-paid. It's not because they are lazy or don't want to work or are spoiled and don't want to "get their hands dirty".
