But the company warned that its output would be affected by railway capacity limits in ferrying hard coal to the site.

I see it as a cautionary tale....Good luck getting our own "mothballed" coal-fired plants up and running if need be.
 
In a few months the West is going to have a major challenge on their hands as many unfortunate citizens in Europe are going to be in a precarious position, through no fault of their own; trying to heat their homes for winter.

Germany in particular has lived for decades pushing others into the path of the shark hoping it would eat them last. They lacked a contingency plan in the event Russia cut off their oil. The only positive is that they have plenty of runway to prepare, actually achieving the result they need is another consideration altogether.
