Trump is under investigation now for possible obstruction of Justice or interfering with an investigation of Flynn, even if he wasn't under investigation yet for any involvement with the Russians....

Mueller now has the Comey contemporaneous notes for the sole purpose of deciding whether the President Obstructed Justice.

The Democrats needed someone who could go on a witch hunt, a fishing expedition, whatever.
The purpose of a special council is to investigate without political interference. The problem with a special council is they can create process crimes like in the case of Scooter Libby.

If this Special Council refuses to look at Comey's accusations of Loretta Lynch....then it will be clear that truth isn't what Mueller is after.

Lynch asked him to change what he called the investigation to the press. She didn't ask him to let Clinton go or fire him for refusing to do so.

Lynch tampered with the "investigation".
Comey also showed her proof of obstruction of justice on her part and she threw him out of her office.
