Yes there is. In fact, people cannot move address within the country without a special permit.
The Hukou and at times a possible required police registration,- has NOTHING to do with domestic traveling, or for a government employee needing a permit to travel abroad.
Anytime you change your main stay address in e.g. Germany or have a second home address - you need to register at the respective town/city department - just as in China. And it also has NOTHING to do with travel restrictions.
That "special permit" (only applies to PRC citizens that are already under observation - due to political or criminal activities)
Who the hell cares with which means one want's to exit China? plane, train, bus, car, ship, or bicycle, etc. - one will eventually have to cross the border. And if one would illegally cross the border, e.g. those smuggler routes at the PRC&Myanmar border, the family and relatives would be in trouble as well - so who would want to do that?? As such it would only be PRC citizens who is already in conflict with the law and couldn't be bothered about their family or relatives.
And again, the above mentioned issue/scenario has NOTHING to to with domestic traveling or wanting to travel abroad LEGALLY.
It's now evident (was already obvious before) that you haven't lived in China on a permanent basis - since you don't know anything about regulations in China pertaining to LOCALS.
