I've been pulled over twice. Once for having a headlight out (an egret came out of nowhere just minutes before and smashed into the headlight) another time for not having an inspection sticker (I had just had the windshield replaced and the sticker was on the dash where the cop couldn't see it).

Wrong. Racism is simply viewing one's race as superior in some way or another race as inferior in some way. In other words, racism can be manifested by a government or culture through institutional laws and whatnot but it can also be held and manifested by an individual.
