And neither does fracking. Contaminated water can be cleaned. Water sequestered in impervious strata is either replaced by water from other strata that become pervious, or eventually when the original strata geologically changes over time to become pervious.

You can't take water out of the water cycle unless you shoot it into space, somehow convert it to energy via fusion, or permanently hydrolyze it, and biology makes that impossible.
