The US IG report also REBUKED the FBI director for VIOLATNIG THE SEPARATION OF POWERS by coming to any conclusion to begin with. As the US IG stated, Comey's and the FBI's task, role, authority, and responsibility was to INVESTIGATE and REPORT (via 302) their findings to the DOJ whose responsibility it was to recommend indictment or not.
