If she had just a little more financial support and pushed some campaign staffers out that had no business running a campaign, I believe she could have been the nominee.

I think what really happened is Biden (once again) shot off his mouth too soon by saying he would pick a black woman. He didn't think that one out and it slipped out of his mouth from the top of his head. However, once he said it, he knew he could never go back on his word and painted himself in a corner.

Since he committed himself to selecting a black woman, his choices were few. He needed somebody of color, somebody young unlike him, somebody with a likable personality, and somebody that was somewhat physically attractive. What other black woman would fit that bill?

I'll admit I don't know all the Democrats in the party, but Harris is somebody I'm familiar with. He couldn't select a nobody that many never heard of before.
