Why can't it pass on its own? Why must it be pinned to the back of the F-22 bill? Hell, why does anything have to be tacked onto something necessary if it is good? Shouldn't good laws be able to pass on their own? does not the need to hide a bill or attach it to something else stand as evidence that the persons attaching it know it should not and would not be passed otherwise?
