If they have to be charged, I fail to see how this resolves the problem proposed by the OP. Will the environmental loonies be in favor of more nuclear plants to solve this problem or are we going to have 10 windmills and large solar panel arrays in every square mile of our country?

The only potentially viable alternative I see now is a battery exchange, with 10s of millions of batteries in reserve being charged with power generated from nuclear power stations.

If you can't say "yes", then your scenario has no point.
Where is the will and political pressure to upgrade the grid? Where is the pressure to immediately build multiple nuclear power plants that are the most reliable, least carbon producing option we have to meet the need? We see the pressure (though it's slacked off a bit now that we see the reality of EV's vs. the fantasy) to force the adoption of EV's and render ICE's illegal.
