What I do recall is that Simpson-Mazzoli shifted the onus for verifying identity/work eligibility from the government to employers, which is pretty much like letting the foxes watch the henhouse.

We could solve a lot of these problems by simply establishing a National ID Card with biometric information. Want a job? Check your National ID. Want to apply for government benefits. Let's verify that ID.

Applied for Asylum because the church she belonged to in China was on the banned list (had been arrested for attending services). Her asylum application sat in someone's inbox for 7 years.

Then we got married and applied for a relative visa. That took less than nine months to go through, and our lawyer was impressed it was processed that quickly. That required us to file 200 pages of documentation Plus pay $4000 in application and legal fees.
