Third, you create a guest worker program to meet the legitimate labor needs given economic conditions.
Fourth, you adequately staff immigration agencies so it doesn't take five years to get a Green Card.
Fifth, you address the economic conditions in the countries these people are coming from, or at the very least, don't pursue policies that make things worse.
