Well, yes and no. When rates are filed with a respective state insurance office they are also sent on to CMS for them to review. The state may approve an increase or decrease in premiums but CMS may not agree. Deductibles and max out of pockets are set by insurance companies but they also have to follow what the max out of pockets rules put forth in the ACA for any particular year.

Homeowners Insurance became almost unobtainable. So the State of Florida, the best-run of all the States, started what was known as the Florida Joint Underwriting Property and Casualty company. A State-Run Homeowners Insurance Company.

The deal was that all Homeowners Insurance Companies in the State had to participate in the Losses of the Company. And they were excessive, causing many more Companies to leave the State. So within a couple of years, the rates were just stupid. I mean.... Way stupid. 5, 6, $7,000 for Insurance on a $300k house. That same house today is probably worth $400k.

So then they started out with new and more strictly enforced Building Codes. I just had to spend $2k to have what's called a "3rd Nail" in my trusses to Tie-Beam connection. Worth it, though. Took my insurance down from $5k to around $3k a year

I will say that Florida could have had better building codes years ago. Let's face it. Hurricanes hit the state. And rebuilding is very expensive. We build in flood plains or zones and of course on barrier islands.

Huge swaths of Houses were destroyed by the wind. Unless you've been in it or seen it up close, you can't imagine the power of a Hurricane and, worse yet, is its intensity and worse than that -- It's Longevity.

You've all been in winds that gusted to 75 - 80MPH. You know what that's like. But Hurricane/wind strength goes up geometrically. A sready 120MPH wind isn't twice as strong as a 60MPH wind, it's more like 5 times as strong. Especially when it hits you steady... No let up. Just 120MPH winds hitting you in the face for Hours. Not seconds or even minutes -- Hours.

I saw it in Miami...... One side of a street would be wiped out. It looked like the aftermath of a 2,000 Bomber-Raid in WW2 Berlin.

The other side of the street would be -- Fine. Minor damage, some Pool Enclosures taken down, ALL the Tiki Huts (Hope they saved the Rum Runners) some shingles torn off here and there along with Soffit, Fascia but nothing super major. The roofs were intact, etc.
