They don't need to. They have sovereignty over their tribal lands.

What if they want to secede? During my lifetime I have read several times about one tribe or another declaring secession from the US. Have you heard of these states? Neither have I. But I've heard of Kosovo.

There is very little appetite for secession among the tribes these days. Thee may be small groups in some tribes who advocate for it, but like you I've not heard anything about it either.

Kosovo was a very different story.

Seems like your analogy is not apt.
