The difference between Hungary and the U.S. is that the founding fathers of the U.S. understood that the gov't is to never be trusted and that the gov't should fear and work for the people. That is why the 2A is an unalienable rights that can't be given up to ANY government entity.
Hungary does not view firearms as a "Fundamental" right or within their fundamental laws. The reason 'why' for the 2A seems to be lost on people. It's not the ability to just own a firearm, but why. I've said it before many times, but the reason we have the right is to ensure our own liberties from foreign and DOMESTIC tyranny. Self defense is a secondary benefit of the 2A.
The concern about "culture", I can get. And perhaps, us 2A folks can get on board, admit that we do have a cultural concern in that we do not teach civics, gov't, and the purpose of our constitution and amendments with enough reverence. Our right to own firearms shouldn't be so cavalier. But how do we do this without infringement?
IMO, I think we do it through education, training, be absolutely tough on crime committed with guns. We can turn the tied on this culture and make it a culture that is proud of our rights and also understands the responsibility and ramifications of abusing that right.
Here is a recent vid I found that helps support the reason for the why of the 2A.
