Reduce the size of govt by 70%. Voila. Massive layoffs and firings.

Stop funding domestic institutions of higher learning that are hostile to America. Streamline federal agencies like the CIA and Homeland security and close the freaking borders.

Use your imagination. This will be Trump's final term; he will be one of those "lame duck" bastards.

In his inaugural address, he will give a lecture on...I don't know...the Tenth Amendment and Article I, and remind not only Congress but the American people that Congress has no "power" to do half of the shit that they are doing now...education, housing, healthcare, food, NPR, and so on. These are not among the "powers" actually granted to Congress in Article I.

And he will announce that he will VETO every bill that includes spending for unconstitutional purposes, giving Congress the opportunity to make its case in every instance.

And do it. And this would apply emphatically to "omnibus" spending bills that are dropped on his desk five minutes before the prior funds run out. Veto it.
