As far as the law says he can go. This isn't rocket science. If congress doesn't like his actions, they can pass some laws, or have it overturned in the courts. The fact that they don't try either shows that there's nothing illegal about his actions, and that the Republicans are just posturing. Making up lies, that is.

Assume that Congress gets totally locked up and can't work together to pass a single piece of legislation. They can make sure that the bills are paid...but that's all.

No. Being liberals are consistent, we'd have no problem with it. You'll probably find it nearly impossible to imagine that, how others aren't as wildly partisan as yourself. If the Republicans take control of the senate, I will have zero problems with them doing away with the filibuster rule.

As far as Obama bypassing congress to the limits of his legal authority, it's a win-win for Democrats.

First, good things get accomplished.

Second, the lunatic right loses their shit and starts demanding impeachment, and that makes the majority of the nation think Republicans are crazy, not to mention kind of seditious.
