You know ... I have noticed at a certain level of senior management ... It is not unusual to see totally incompetent people promoted.
Most of the time it moves them to a job where they are assigned little to do ... And frees up the spot they are leaving for more competent individuals.

To my knowledge, he has submitted a budget to Congress for each year he was required to; however, I believe some of them were submitted late.
