Is there a type of whip that can only be used on horses? I would think that if the leather is long enough to hit something you could whip it.

I agree that one of the reasons for long reins is to use them as a whip. That's exactly what it appears they were being used as. Is there any reason they can only be used as a whip on a horse? I don't know if they were whipping people with the reins or not. The investigation will determine that. The claim that it could not have happened is bullshit.
