This isn't about Joel Osteen, but the church that he serves. Rev. Osteen receives no salary at all from the church, so he is definitely donating his time.

And this church is a huge employer but was unable to pass around the collection plate for months.

Is it a church or a business? I would see that as a problem if it gets tax free status but then turns around and claims it needs money to operate as a business.

Once the House votes on a spending bill it's sent to the Senate. If the Senate votes in favor the bill is sent to the POTUS who signs it. Eventually the money is distributed by the Treasury, not the House. They can appoint a committee to see how it is spent, not write the checks...you moron
