In most cities you can't build a new hospital unless you get permission from a special committee which is staffed by directors of all the existing hospitals.

I don't think that's the case actually. I looked it up several years ago and I don't remember any regulations prohibiting it. I think it might may be an AMA thing though, and with their control of state medical regulation, who knows. But I would say that the real reason they don't advertise prices is that no one really cares. There's no demand for price information because almost no one is paying for their own health care.
