That's odd, I spent a good bit of my life working in various electrical fields of one type or another, sometimes around some pretty big power (one place I worked for had their own substation) going back to the late-70s, and I never heard of any sort of rampant copper-theft problem.

Here is a picture I took of one place I used to work in, a power room in the basement where you can see the huge copper bus bars on the ceiling. If someone wanted to steal copper, this would be the place to do it.

Just too bad that copper is such a great conductor, nothing else quite like it--- super conductive, non-rusting, and relatively affordable (compared to the few better conductors).

It does corrode and degrade if in contact with certain chemicals.
