Do you not believe attic insulation costs $1.63 per square foot? ... {Cite} ... for a basic 1,000 square foot home, it costs $1,630 just for the insulation ... labor is extra, and this is dangerous work, worker's comp insurance is STEEP ...
Sadly ... home insulation has been building code for the past 50 years ... if your home isn't insulted already, you've been cheated ...
Two-story homes built of only 2x4's is structurally sound ... the only reason we use 2x6's on the outer walls is for more insulation ... and I've seen a few videos where we're up to 2x8's in the far north ...
ALSO ... don't overlook infiltration ... cold outside air leaking inside and precious heated air leaking outside ... windows and doors are the worst offenders ... but look and feel around for drafts ... use marijuana smoke if that's legal where you live, otherwise smoke a pack of cigarettes ...

I would have claimed the credit when I added insulation to my attic, but the paperwork was too much of a hassle.

$1500 was the most recent average cost I could find. My own attic was only about 350 sq. ft. It cost me about $300 to bring it up to R-49 two years ago. I did it myself with unfaced batts. If I had hired it done it would have been blown in.

What do you mean "bringing it up to R-49" ... how much was in before? ... is your home only 350 sq ft, or is that the only portion you could insulate without hiring a crew ...
R-49 is useless if your windows are wide open ... no, infiltration has never called "fresh air" ... you're working this New Speak to perfection ... building code violations are now "creative visual arts" ...
My guess is you have obstructed your attic ventilation and that's why you won't get your work inspected ... let me guess, didn't pull a building permit ... that'll hurt the resale value more than Democrats will ...

Unintentional infiltration is a time-honored fact of introducing fresh air into a building.
My under-roof attic measures 11' X 32'. Other parts of the house didn't need an insulation upgrade.
Squirrels got in and chewed up the wiring so I removed all of the old blown in insulation so the electrician could replace the wiring.
I then installed 16 inches of unfaced fiberglass batts providing R-49.
The attic space has a full-length ridge vent, a gable end vent, and I cut four more vents in the soffits to provide the needed ventilation.

Why do you believe the Federal Government would think the rest of your house didn't need upgrading ... did you rip down the drywall so you could see the insulation? ... or did the original builders have the insulation inspected? ... I'm asking if it passed inspection, you know what that means, it's not my inspection ... you didn't pull a permit, did you ...
Most important ... is this your model for an $8 billion government program? ... a local building permit is just the beginning of the expensive red-tape involved ...
My house is well over 100 years old, of course there will be air leaks.
The only drywall is on the new addition, the rest is lathe and plaster. The last wall insulation was blown in through holes in the sheathing from the outside many years ago. Prior there was no insulation in the sidewalls. The blown in attic insulation had settled well below the ceiling joists and was virtually useless.
Of course, we pull permits when necessary. We had to get a variance for the addition on the house, which required permits.
