I've been looking on the internet but I can't find a definitive answer to this. I'm reading all sorts of things.

Are there states where in order to register to vote you do not need to present any form of ID or proof of citizenship?

Most states seem to require ID, though you could probably register to vote online with a non-driving ID number, you don't need to show ID, just provide an ID number to register.
 
About 15 years ago, I had to show NOTHING...just sign a paper saying I was who I claimed I was.
