WASHINGTON (AP) -- The Supreme Court has limited a president's power to make temporary appointments to fill high-level government jobs.The court said Thursday that President Barack Obama exceeded his authority when he invoked the Constitution's provision on recess appointments to fill slots on the National Labor Relations Board in 2012.

Imo it's the right ruling, but it is also one of those be careful what you wish for. If congress can essentially say "we're never in recess" this will come back to haunt a gop potus.

There is a difference here. Bush did it when the Senate was recessed, as the Constitution requires. Obama did it while the Senate was still in session, which the Constitution does not allow.
 
Because the House of Representatives must give its consent for the Senate to recess, the Framers are rolling in their graves because the House is now involved in the confirmation process.

He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.
Look at that, of the Senate wants to adjourn, and the House doesn't, the president has the power to adjourn Congress, totally eliminating the imaginary power you just gave to the House.

Want to tell me again how I don't understand the Constitution? Maybe you should spend more time reading it than complaining about how other people don't now what they are talking about.

No, all he had to do was get his party, which controls the Senate, to insist on a full recess, and then step in and act when the House refused to go along. The Republicans might complain about it, but the Constitution clearly gives him the power.

But, please, keep blaming the Republicans for Obama not understanding the Constitution.

Are you really that friggin ignorant, or do you just figure the rest of us are? Obama knew exactly what he was doing, and knew that it was unconstitutional when he did it. The Supreme Court didn't clarify the law, they just ordered it to be enforced.
