Offhand, the government telling business what they have to pay all their employees regardless of performance, economy or conditions sounds an awful lot exactly like the very FASCISM that Diaper Joe just got done telling us he is most fighting!

I do not understand how this can be legal.

Legalities have little bearing on the insane "equity" requirements the progressives champion.

This is just an extension of the rent payment moratorium they imposed during the initial rona porn dempanic when they decided we don't really own our properties.
This goes all the way back to before "too big to fail" during the housing crash when private companies that made shitty decisions were bailed out by taxpayers instead of being forced to face consequences.

They will keep doing these clearly illegal things & the world will continue to go to shit until they are physically stopped.
