It goes without saying that in nearly every culture, there are internal elements with that act outside the normally accepted standards. But having said that, there are culture that have standards that are generally different from other cultures. It is generally perceived that it is "evil" to purposely endanger or kill the innocent. But this is not true in all cultures. For instance there are certain culture that purposely target the innocent and kill them in a suicidal manner. Not only to these certain cultures condone this type of activity but reward it, and praise the perpetrators; claiming that their Deity will grant them sexual favors in the afterlife. Yet in other cultures, this type of behavior is considered totally unacceptable. Just as some cultures find it acceptable to burn caged and defenseless prisoners alive, and slowly behead tied and bound prisoners; and in each case, record the event to use as a tool of intimidation to adversaries, and as a form cultural amusement.

There is no such thing as a universally understood standard on matters of "good" versus "evil;" or that of "proper treatment" versus "improper treatment."

As stated, in must of the civilized portion of the Western World (excluding Mexican Drug Lords and South American Dictators and Insurgents) there are some very basic concepts that simply are not part of the various Radicalized Islamic movements and movements that embrace Jihadism. The point here is that in certain cultures, especially in the Middle East, there are both large populations, political leaders, senior religious clerics and royalty, that will allow their own kind to injure their people they are meant to protect --- or --- through inaction and leadership, allow pain and suffering to continue on a grand scale. For many, in these cultures, jihadism, insurgency and terrorism are the only means of dispute resolution.

A moral code, is only a moral code, if it is actually accepted --- and not just political rhetoric or a religious platitude spoken on the day of worship.
