MN does not have a large percentage of illegals nationwide, something like 2%.
So ICE should take the low hanging fruit in MN and move to where more illegals can be gathered faster.

9-billion-dollar number came from First Assistant U.S. Attorney Joe Thompson, not based on actual amounts in the litigation before him but who is just taking total amount of 18 billion and halfling it, saying that it could be UP TO that number.

Article cites case $ amounts in the total of millions, not billions.

So there is literally nothing to back that up 9 billion claim except his say so.
