To reach those levels they must have outstanding performance appraisals, graduate from Command Level Schools and fill challenging assignments

The term is CHICKENHAWK. 24 cushy do nothing years as a chosen member of rich kids serving in the National Guard, deployed a handful of times a year to sit there in uniform while nothing goes down. When the real deal arrived and Walz was asked to serve in a real war he wholeheartedly supported, Walz went CLUCK CLUCK CLUCK out of the service to avoid the only time he might have actually been in range of enemy fire. Since then, while he has made noises about being anti-war, his voting record is 180 degrees the opposite. Walz is a CHICKENHAWK, in favor of US wars, but not in favor of putting his CHICKEN ass in the line of fire.
