You mean the way the PA administered Gaza after the IDF withdrew and turned it over to them in 2005? That's how we got to this point. Stupid people and sleazy politicians talk about the PA administering Gaza but other people note the PA would have to be extensively reformed before it would be fit for that job; however no one has been able to say what reforms would be necessary or how it would be done.
