Kansas is the first state to publicly acknowledge its use of such a program. Norman said that the state was using a platform called Unacast, which compares anonymized GPS data from before and after the implementation of social-distancing measures to track the measures’ effectiveness and offer county-level grades.

“Everything here is on the aggregated level — we can’t tell or disclose if any individual is staying at home or not,” Unacast chief executive Thomas Walle said. But he added that through the data, “We can start to see and learn what states are getting this right.”

It measures crowd size in public places/cities and towns. It does not have any individual data. It is to see if people are in general staying home.

The fact that I know that the House of Representative voted late last year to lift that 22 year old prohibition of federal funds to develop a unique patient identifier. For one thing.
